Asian Banks Scoop up Ailing Western Counterparts

In a world of more regulation and shrinking balance sheets, troubled Western banks are pulling back from Asia. Now, Asia's banks are purchasing the ailing businesses to fill out their regional platform. WSJ's Deborah Kan discusses with Alison Tudor.
